Neon Guard was founded by Dr Chelsea Jarvie, a cyber security leader with a technical PhD in anonymous age assurance. With a decade of security experience and the perspective of a mum, she is focused on building online safety that works in practice and respects privacy.

Dr Chelsea Jarvie
Dr Chelsea Jarvie is the Founder and CEO of Neon Guard. She holds a first-class honours degree in Ethical Hacking, a PhD in online age assurance from the University of Strathclyde, and brings a decade of corporate cybersecurity experience, including a former CISO role.
She is also a mum, and that lived perspective shapes Neon Guard's focus on creating practical online safety that protects children while respecting privacy.
She is a recognised global keynote speaker, named one of the Top 50 Women in Tech in the UK, and one of the most inspirational women in cyber in 2024.
Chelsea developed Neon Guard from her PhD research, driven by a simple question: how do we know who online is an adult or a child, without asking anyone to prove who they are?
Children are growing up in digital spaces that were never built for them. The fix shouldn't be ID checks or facial scans. It's better defaults, by design. Better safety, better security, better privacy. This is what Neon Guard is built for.
